Googling for "VCruntime140.dll" I found an exchange on an HP forum (in German language) which said that the VC++ 2015 Studio runtime had a problem, and that one should download and re-install the Visual C++ Redistributable for Visual Studio 2015 from Seems unlikely, but have you scanned the tidy.exe file, or tried with the anit-virus off? Where, and exactly which tidy binary did you download and install?

So have you checked the bit-ness of your OS matches the Tidy binary you downloaded? but this was a LINK problem, not running the Tidy EXE.
